b) Why would you not rely only on grounding?
Response:
a) Earthing means the equipment (the non-current-carrying components) is connected to the earth. With grounding, the wiring (the current-carrying components) is connected to the earth.
b) Grounding will protect the equipment itself, whilst earthing protects the environment which includes personnel.
